May Seek Certification
For Hull Cleaners
In a nutshell, L.A. County may pass an ordinance requiring any person performing underwater hull cleaning to first complete a Best Management Practices (BMP) certification. Persons not certified would face a citation. Citations would also be given if while hull cleaning, there is a visible plume of paint in the water around the vessel.
Additionally, marina management and the boat owner could be jointly liable.
A similar ordinance exists in Santa Barbara harbor, while Marina Del Ray is still in the review process. As of late, there is no such ordinance in either Ventura County harbors, nor is there any proposal - but that doesn't mean they won't eventually follow suit.
